FREE ON-LINE AMATEUR RADIO OPERATING CLASS
A free, weekly, 3-hour Amateur Radio Operating Class on Zoom will begin
on Thursday April 2 and run through June 18. Sessions will be 2 to 3
hours long beginning at 6:30 PM. EASTERN time. Typically, two topics
are covered per evening. The presenters will be folks very experienced
in the various subjects.
A detailed syllabus will be published before the classes begin. Attend
them all, or any that you like, but you must register for the classes.

SECTION YOUTH COORDINATORS REPORT – W3EAB
There are two School Club Roundups during each school year in October
and February. Each 5-day event runs Monday through Friday from 1300 UTC
Monday through 2359 UTC Friday. A station may operate no more than 6
hours in a 24-hour period, and a maximum of 24 hours of the 107 hour
event.

I am still looking for volunteers to activate W1AW/3 Maryland from 5/6 –
5/12, and from 11/11 – 11/17 for ARRL America250 Worked All States. If
you are interested or have any questions, please contact me directly.
I also encourage all affiliated clubs to put your club call sign on the
air and be LoTW registered because stations hunting for America250 WAS
will be looking for the specialty Endorsement by contacting ARRL
affiliated club stations in all fifty states.
The Year of the Club
The ARRL is planning to promote the affiliated clubs in 2026. The
anchor for their promotion will be the MARCONI Program, as highlighted
at https://www.arrl.org/Marconi-program. POTA activations and Fox
Hunting, along with 5 other activity programs, are central to the
program. Another initiative in the ARRL plan is profiling
high-performance clubs, and special recognition of clubs with 70-90% of
their members also ARRL members. Finally, expect the League to roll out
a yearlong operating event in honor of the US semiquincentennial
celebration.

Section Emergency Coordinator’s Report – KG4WWH
Please keep spreading the word about the Groups.io, I would encourage
the use of emcomm-all for overall announcements regarding upcoming
training and events (the MoCo show and tell, the PG monthly radio tests
Etc.).
I would also encourage the creation of a file in the emcomm-all section
where we can all place documents. One of the things I have found over
the years is that everyone wants to know: what do you use for a bag?
What do you carry for deployment? what is your go to weather site….
and so many more, but there is never a good repository that folks can
refer to and make their own decisions, based on what those that have
come before them have already tried. A perfect example, I am a member of
a K-9 SAR team here in MD. My first question to the team was what
backpacks do you like and why? The reason I ask this of operational
folks is because they have tested it for their operational use. I have
seen a couple that have pockets on the waist strap that would be perfect
for dog treats or a tennis ball (or 2). And that is just one of MANY
examples of questions that either I have asked, or I have been asked.
The more we can document now, the more prepared we can help our future
ARES members be prepared.
REMEMBER: You do NOT need to be a league member to join or
participate in the groups.io. This is available for ALL within the MDC
Section.

COUNTY EMERGENCY COORDINATOR REPORTS:
Howard:
Activity Details:
During March Howard County ARES-RACES organized five routine weekly
nets, three routine digital practice nets, an FLdigi training activity
and supported the monthly MD Dept. of Emergency Management COMEX. We
activated during the afternoon / evening on March 16th to provide severe
weather support for the Office of Emergency Management, and supported
SKYWARN net activities on March 11th.

Monthly training drills – typically on the 4th Saturday of the month
Calvert:
Activity Details:
Our March meeting focused on planning for NVIS Day, April 25, which is
sponsored by Ohio ARES, https://arrl-ohio.org/nvis/ . We plan to set up
several NVIS stations around the county and near our EOC to see what
coverage we have on 40m and 80 meters, plus try to make contact with
Ohio stations (the fringe of NVIS for our location). We reviewed the
principles behind NVIS propagation and discussed several antenna types
appropriate for NVIS on 40M and 80M. A short presentation on NVIS is
posted on our web site.
Administrative and Other Comments:
Our repeaters are 146.985 – ,PL 156.7 in Sunderland, MD and 444.950 +
,PL156.7 in Lusby MD. These repeaters are linked, providing excellent
coverage throughout the county and into adjacent counties. The W3PQS 6M
repeater, 53.170 out, 52.170 in, PL 100 has its transmitter antenna on
the roof of the Calvert Health Medical Center in Prince Frederick with a
receive sites at N3AE, N3PPH and W3PQS. This repeater also supports
ARES/RACES in Calvert County. Our monthly meetings are held at 7pm on
the third Thursday of the month at the Calvert Public Safety Building,
315 Stafford Road Prince Frederick, MD 20678, coordinates N 38.536531, W

Montgomery:
Activity Details:
In March, we conducted our monthly hospital drill and supported the
Maryland State RACES drill.

Montgomery County ARES meets each Tuesday at 8 PM, usually on the
Montgomery ARC repeater, 146.955- (156.7). On the first Tuesday of the
month, MC ARES and ACS members meet via Zoom in lieu of the net. Please

Report from MDCWINLINK-1 (N3XL): Well done to all those who checked in
to the March 2026 MDC Section Digital Check-in exercise! There were 44
successful check-ins with the following breakdown: 4 Telnet, 4 Packet,
13 Vara FM, 8 Vara HF, 2 Ardop, 3 VARA HF Radio-Only, and 10 VarAC
HF/FM. The following Maryland counties were represented: ANNE ARUNDEL,
BALTIMORE, CALVERT, CARROLL, CHARLES. FREDERICK, GARRETT, MONTGOMERY,
PRINCE GEORGE’S and ST. MARY’S. We also had check-ins from CT, DE, MS,
NJ, PA, NC, VA, Paraguay, and Ontario Canada.
In the March MDC Digital EMCOMM Challenge participants submitted Tornado
Damage Assessments using Winlink (Task 1), VarAC (Task 2), and Fldigi
(Task 3). Participants gained familiarity with the Winlink Damage
Assessment form, VarAC ICS-213, and Fldigi/Flmsg ICS-213 message form,
Fldigi messaging was incorporated for interoperability with ARES groups
that use the ARRL Narrow Band Emergency Messaging System (NBEMS).
Participants successfully completing Challenge tasks were as follows:
Task 1, Winlink: KB3SPH, KD2QAR, KG4K, KO4RYU, N1DEC, N3JAE, N3ODE,
N3RQV, N3XL, N4TYS, NS3X, NW3K.
Task 2, VarAC: KB3SPH, KD2QAR, KG4K, KO4RYU, N1DEC, N3XL, N4TYS.
Task 3, Fldigi: KB3SPH, KD2QAR, KG4K, KO4RYU, N3XL, N4TYS.

Harford:
Activity Details:
Hospital work: no updates.
Winlink project update: The computer serving as the Winlink server is
complete. We are coordinating a day and time to deploy.
Three go kits have been updated with an additional radio for digital
capabilities.
A Meshtastic node is currently operational at the EOC building.
All analog and digital repeaters are currently operational.
The next scheduled meeting will be held on April 2nd.

Nets are held every second Tuesday at 7 pm on the 146.775 repeater PL
146.2.
Meetings are held every first Thursday of the month at 7 pm at the
Harford County Department of Emergency Services building at 2220 Ady

Several ARES/RACES members meet with the local club NEMARC every first
Friday at 8:30 am for breakfast at Bob Evans in Bel Air, MD, across
MD-24 from the Festival at Bel Air.
Frederick:
Activity Details:
March 2026 Saw the completion of 2 identical ARES GO-Boxes donated to
the Frederick ARC called Alpha and Beta PODs. They contain: Antennas:
For VHF/UHF there is a choice of Nagoya Mag Mount or roll-up slim-jim.
Both are included. For HF there is a choice of the donated Buddipole
(40-6m) or the 80-6m EFHW donated by the Palomino Antenna Workshop. Only
one or the other is included.
Radios: FTM-310D mobile VHF/UHF (50w) and FT-710 Field 120-6 meters
(100w). Both radios are MARS modded to operate out of the ham bands.
Power: Tekpower 30A switching power supply if main power is available.
For mobile or field conditions a 20AH LiFePO4 rechargeable battery and
100w foldup solar panel with a charge controller – everything is
Anderson Powerpole connected.
Digital: Acer laptop 16GB memory – 1TB storage with all digital modes
pre-programmed and configured. For Vara-FM or Fldigi a DRA-50M sound
card connects the FTM-310 to the laptop. Laptop can be powered and
charged by AC, or battery/solar power via powerpole adapter. Total
bare-metal backup of the computer operating system plus all files and
configurations is accomplished with Macrium software.
Containers: A rollable storage locker holds everything. There is also a
16-inch canvas tool bag that can hold a smaller, more portable
selection. This is useful for SAG vehicle support or other situation
where everything is not needed.
A Vara license was obtained using the club call-sign K3ERM which allows
up to 15 sub-licenses at no extra cost enabling multi-member exercises
or event support using Winlink-Vara HF/FM. These PODs are intended to be
used for Shelter/EOC support as well as SET and other emergency
exercises. Community service events such as bike races, marathons,
triathlons, hike and field day will be supported. Training and team
formation will begin in April on a weekly basis after ARES nets and
continue through the year as exercises and service events occur. We are
excited at this opportunity to broaden the skill levels of our ARES
membership and further Frederick County ARES support.

HF PROPAGATION – MAR 2026
MEPN NVIS propagation (2130Z to about 2220Z) has been
fair to good now that we are experiencing increasing sun
angles after the equinox. Stronger solar energy impinging
on the ionosphere will also cause D-layer absorption to
increase, peaking at the solstice. This typically reduces
late afternoon signal strengths. Solar Cycle 25 produced
7 M-class X-ray flares and 1 X-class X-ray flares during the
month. There were some good DX band openings up
through ten and six meters. Signals on early MDD/4 and
3RN/4 were improved most evenings with 40M NVIS still
possible.
ECHOLINK
MEPN representatives take check-ins starting at the net s
formal call daily (2200Z), or earlier, via the WB3GXW-L
(or *WASH_DC* backup – repeater linked) conference-
server. WB3GXW-L is available for MEPN, MDD, BTN,
MSN, and 3RN stations during periods of propagation
failure, NTS training, emergency communications
coordination, and exercises. Sincere thanks to John,
WB3GXW, and John, WA3MNN, for continuing to provide
and maintain the WB3GXW-L conference-server we use
daily.
DIGITAL MODES
ICS forms, formatted by officials, are used during NIMS/ICS
activations but the message form itself is unsuitable for use
on radio networks since it has no accountability/tracking
header information. Email-formatted text content from
such forms may be exported to text files and sent attached
to Radio-email (WINLINK) or sent via the RRI/DTN pasted
between the breaks of a Hybrid Radiogram. WINLINK and
DTN thus provide the accountability and tracking envelope.
WINLINK and RRI/DTN reps regularly attend the MEPN, BTN,
and MDD nets. Join up with our NTS and ARES(r) nets and
learn how to use the digital modes on their national
networks, and locally, before an emergency happens (and
to also develop compatibility with deployed ARESMAT
teams).
MANNING
We continue to be in need of county liaisons daily on MEPN,
BTN, and MDD to accept incoming Radiogram messages
for the public and new Hams in their areas. Such contacts
and first impressions, particularly coming from a local
operator, can have a profound positive impact on a new
Ham that lasts all his/her years in Amateur Radio. Join us
in this effort – perhaps as a club activity or an ARES(r)
training opportunity. Should our traffic handlers send
those messages to the local EC by default for delivery and
servicing? Please contact me if your local ARES(r) stations,
and VEC volunteers, are willing to work with us in the NTS
to deliver and service those messages. This can be a win-
win strategy.
MEPN is looking for additional NCS stations and daily
liaisons to MDD. The MDD is in need of additional CW
operators for daily NCSs and liaisons to the higher nets.
Newcomers are welcome – we will train you on the job.
The Maryland Slow Net (MSN, 3563, 1930L daily) can
help you learn net and message skills on CW – and help
you get that speed up at the same time.
Remember that the Section s NTS and RRI activities
operate on-the-air every single day of the year. Traffic
handling and directed nets have been the corner-stone
of the Field Organization s operations since the League
was founded. There is always a need to encourage and
train new operators for all the nets and digital modes
in order to keep up such a level of service. Can your
weekly local net controls handle fifty check-ins and as
many formal written record messages per hour, with
exchanges off-net, listing and dispatching traffic to be
handled on digital or CW modes, and servicing liaisons
to carry messages in and out to other nets during the
net sessions? Experienced NTS operators can. They can
help ARES(r) operators learn how to do it as well. It
does require practice.

SKYWARN REPORT – AI0K
Winter’s over and the severe weather season has started. We’ve already
had severe thunderstorms with more to come.
To help you learn what they need to help protect the public, the NWS
has
multiple classes available. All are open to everyone and are free (but
registration is highly recommended). They are offered in conjunction
with County Emergency Management Services, but you do not have to live
in the offering county to attend. Basics and Floods classes have no
prerequisite while Tropical, Severe and Winter classes require Basics
as
a prerequisite.

All of our nets are also looking for more net control stations.
Volunteering to be an NCS does not commit you to be available at any
specific time, but you should help out when you are available. If you
are interested, please contact the SKYWARN coordinator for your area.
Coordinators and SKYWARN subnet information can be found on our website
at https://www.wx4lwx.org.
We also need a new SKYWARN Subnet Coordinator for Harford and Cecil
Counties MD. This position has more responsibility but has the support
of other coordinators. The job is not onerous, especially if you
recruit net control stations to help you.
